Redefining Functional Roadway Classifications

Webinar Description:
This webinar, hosted by the ITE Safety Council, will explore how functional road classifications intersect with road safety considerations across both national and international contexts. The webinar will examine high-level frameworks and strategies for aligning road design, classification, and speed management with road user safety.
Participants will have the opportunity to compare perspectives, from approaches in the U.S. that integrate land use, road user separation, and speed-setting criteria, to international insights, such as New Zealand’s Movement and Place framework and Safe System speeds. Through case studies and policy overviews, participants will gain a well-rounded understanding of how functional classification can guide safer, context-appropriate road design and operations.

- Understand the relationship between functional roadway classifications and safety.
- Explore the One Network Framework in New Zealand, focusing on context, application, and the integration of Safe System speeds for improved safety outcomes.
- Analyze the importance of context in rethinking functional classifications in the U.S., incorporating insights from relevant national reports.
- Discuss roadway design elements that consider all transportation modes.
- Review the approach used by Caltrans for setting speed limits based on factors such as roadway type, land use, crash history, and non-motorized road users to illustrate a practical state-level application.
